Bills stuck in inventory

there is no option on cellphone or computer to pay my bills so I went to mail to get bills but they are stuck in inventory and action to pay bills is canceled. I have enough money to pay them but it won't let me.

I had the same problem some time ago. I couldn't find a way to solve the issue and started a new game. But you could try to change gameplay to another lot for some time and return to see if the issue occurs again. Or try to move the sims to another lot. There are a lot of these annoying glitches, bugs, faults or what you want to call them.
Right now I've got these - well harmless - things going on: Skillbar over the head remains all the time, skill says 534 pct. Sims with a plate of food in the hand are leaving the house and walks all across the area to sit on a bench. Sims freeze for 10-20 sek in a doorway. A sim is sitting down, stands up, sits down, stands up, sits down - will you PLEASE make up your mind...
