What Sims Game + Bundles just for building?

    Hey folks!

    It's been a while since I touched the Sims franchise and was wondering which game (Sims 3 or Sims 4) - along with addons/expansion packs - is the best if I just want to focus on building/architecture.

    I've heard that Sims 4 lacks a lot of content compared to Sims 3. Is Sims 3 (with or without addons) sufficient if I just want to build? You know. Parks, gardens, homes, buildings and so on. And if so what addons can you recommend revolving around building/garden?

    I remember that in Sims 3 you couldn't build your own shops, but you had those premade buildings like a restaurant. Your sim would just enter the building and you wouldn't see what's happening there. Also: Is there an addon similar to "Open for business"?
