    Go into the appropriate topic. Lets say for example Sims 4 General Discussion.

    Then once there there with be a bright green button on the top right side that says "Start New Topic" click that.

    It will bring you to a page with the topic title, tags, and an area to type the body of the post, all self explanatory and then you click "post new topic" it is on the bottom right of where you type the body the button is a dark gray color.
