Skin Details CC not showing up

Hi there! Any help would be appreciated!
I have been good, and troubleshooted this as far as I can!
(We have a brand new custom-built computer, with all the newest hardware,
and the game runs on full settings with no sweat, so that's fine!)

I recently downloaded this custom skin:

I followed all of her suggestions, as well as some tutorials on the web,
but still I am unable to get her content to show up in the skin details part of CAS.

My steps so far, then rebooting after each:
#1, I have altered the "resource.cfg" file and expanded it to several levels (which got everything else to work!)
#2, taken all my mods out, and only left the skin detail cc in, in case something was conflicting
#3, deleted the "localthumbcache.package"

Nothing has made it show up.

Someone suggested I should open this file up in an editing program--and re-save it, and then it might show up? (Not sure how to do that, but I am willing with some instruction)

Lastly--
This game is on a computer that is not connected to internet, and has not been patched. Would this really affect skin cc from showing up? I wouldn't think so.

Any suggestions will be gratefully received.

Hiya! I don't have a solution unfortunately but wanted to add that the same thing is happening to me...I downloaded Madlen's Aprilia/Merida boots from TSR and they aren't working! Is this an issue with the version being used, by chance? I don't think I have the most recent update, do you?

Does the cc show up in the mods list when you start sims 4 or click the list in the game? Is it a .package file in the mods folder? You could try to ask the creator for help. CC's can be hard to locate in the game.
